Ideas Guy forces you to start with just one three development province but at least you can use 800 points for ideas! Which is of course useless because From Humble Origins limits you to 50 points. For Odin! forces you to have Norse religion which is honestly just terrible. While every achievement on it's own is quite easy, all of them together limit you a lot.
